Do any standard character entity declarations include the characters
used for transliteration of Arabic characters into roman - alif, ayn and
the dot below modifier [which as its name suggests puts a dot below
certain roman characters]?  They are required for rendering Arabic names
in roman characters, and so should not necessarily be part of an Arabic
character set (only the first two occur as Arabic characters).
