I tried the Pizza Chef (http://www.hcu.ox.ac.uk/TEI/newpizza.htm) to
produce a minimal XML TEI DTD, and had two problems, one major, one
minor:
1) Although I ticked the "(b) XML, with no tag omissibility
information" option, I got entities such as <!ENTITY % om.RR '- -'>
and references thereto;
2) I got the following content model, which is bogus per XML:
