I am about to write an application which allows semiautomatic creation
and edition of indices and concordances from XML documents.  The
prototype works fine with any TEI document, but since it allows the
creation of a common index compiled from different sources resp. the
comparison of different documents, I came across the problem how to
distinguish a TEI document from another kinds of XML documents on the
level of single tags.  The standard way to do this in XML is to assign
an XML namespace to that tag.  Unfortunately I could not find any
namespace name defined for TEI.

Does a namespace name for the TEI exist?
- If so: Are there any namespace DTDs available for download?
- If not: What is the standard procedure to submit a proposal to the
TEI organization?
