I think we must remember that one of the prime directives for
TEI P4 is NOT to make additions or changes to the TEI, unless they
can reasonably be classified as corrigible errors, or unless they are needed
for XMLification.

So at first sight I think most of this very interesting list of
suggestions must be aimed at P5. Which, unfortunately, means that they
would not become official for quite some time.
