On my system, apparently "/usr/share/sgml/xml.dcl"
When I run this from the command line, it works. Thank you!
I then added it to my .emacs file as
(setq sgml-xml-declaration "/usr/share/sgml/xml.dcl")
but it was not invoked when I tried validation. Apparently I need to
put this setting somewhere else. Any ideas where?
