It's available as a package from the Fink project (fink.sourceforge.net).
See http://fink.sourceforge.net/pdb/package.php/opensp3. It is in the
"unstable" distribution, meaning that it's available as source rather than
binaries, but source that is more or less guaranteed to compile on your
system and run properly if you have satisfied the Fink dependencies for
the package.
I highly recommend installing Fink if you need to use Unix-ish Open Source
programs under OS X. They don't have anything like the quantity of
SGML/XML packages to be found in a high-powered Linux distribution like
Debian, but development is very active, and it's easier than rolling your
own when they have a package available.
