"root document" is the phrase, make sure not to ever just say "root".
Proposal:
a TEI root document, must contain at a minimum:
a TEI root element, a TEI header element, and a text element.
All other elements can be included.

revisit the issue of the addition of Xinclude to the TEI schema. We
will present alternatives to the council.
David argues that conservative approach to extending xointer is better.
Fabio does not like that, because of the syntactic form of the xpointer scheme.
People should read his post, and post to the list quickly, as we will
resolve the issue on-list before the next call. I will decide if
there's no discussion/preference indicated.
