This is emacs with psgml, not tei-emacs.  Tei-emacs uses nxml-mode now which is
much better in its continual schema-based validation (in my opinion).

On debian, and debian-like systems such as ubuntu the easiest way is to add the
following to your /etc/apt/sources.list

deb http://tei.oucs.ox.ac.uk/teideb binary/

Then do an apt-get update followed by an apt-get install tei-emacs I did this
just yesterday under Ubuntu and it worked fine.[1]


[1](Well, I encountered one problem, in that in nxml's continual validation it
was looking for /usr/share/xml/tei/schema/relaxng/p4/teixlite.rnc which didn't
exist with the packages I had installed.  So I copied it from the website
instead, http://www.tei-c.org.uk/Lite/DTD/teixlite.rnc and that seems to have
worked.)
