I have looked into the P5 documentation, and there the <foreign> element 
has as its content "macro.phraseSeq". This does not contain 
"model.inter" or <note> explicitely. <note>, as far as I am concerned 
should be generally available almost everywhere, but is this a 
theoretical change from P4 on P5 when <note> has been removed from what 
I believe is quite a few elements?
