A note from a friendly outsider:
A little while ago there was an extensive discussion on this list
about why more projects were not using the TEI (see the "Zefania
bibles" thread.) It looked to me like several of you thought that
many projects that *should* be using TEI were not.
Now you are discussing what people *must* do in order to be TEI
"conformant"; raising the bar to "conformant + interoperable"; and
raising the bar further by requiring not only that non-conformant
constructs be documented but that they be documented in a particular
way.
I think you may want to think about these two conversations at the
same time. Whining that people aren't using your tool while making it
harder for them to do so (or harder for them to get approval for the
way they use it) seems silly.
