It is the processing of the "tagdocs" module of the TEI which
the Guidelines uses extensively (the soi-disant ODD language).
The general TEI XML to LaTeX XSL works fine so far
as it goes (thoigh I'll be working on it so that it does
the right thing with xelatex soon).

Processing the ODD markup is complicated, but
perhaps more importantly, I'm finding it hard to design
the output layout for the reference material. If
anyone wants to work on it, let me know.
