The proposal was expressed in the form of an ODD file, because I was
under the impression that an ODD file was the best way to make a
proposal for a change or addition to the TEI. If that's not the case, I
apologise for the confusion. The proposal itself doesn't make much sense
unless the elements and attributes are added to the teiHeader module by
default, because applications will need them to be available whenever
they edit a TEI file.
