If you're not too far along, my personal recommendation is for new
projects to start in P5. True, it is not finalized yet, but if you
work in P4, you will almost assuredly eventually want to move to P5.
However, the differences between P5 as it sits now (0.6) and P5 as it
will finally be published (1.0) is a lot smaller than the difference
between P4 and P5 1.0. So while I think new projects will have to
suffer a few ups & downs and perhaps be a bit more of a guinea pig
than they'd like, in the long run they'll save themselves a lot of
work by starting in P5. Just my opinion, your mileage may vary.

Hmmm ... I'm not so sure this is a good way to do things (nor that
it's not), but it is what was intended, at least in some sense of the
word. See

(Without having checked, I suspect this is in part collateral damage
from the fact that <q> and <quote> are allowed in between paragraphs,
not only inside them, and the restriction in DTD-land that content
models must be deterministic.)
That said, if the TEI community would like to see <s> have more
permissive content in P5, NOW is the time to speak up.
