In the past I have used EDMAC for this precise purpose:

It is a TeX/LaTEX library which works actually pretty well. Maybe one can
think of using:
TEI > XSLT > LaTeX/EDMAC > PDF
I never did it, as I used to write things directly in LaTeX, but I suppose
it should not be that difficult, actually
