I tested as follows:
- Downloaded the zip from the Google site
- Unpacked it into my Oxygen /frameworks/ directory, overwriting the
old /tei/ directory in there
- Started Oxygen
- Created a new TEI P5 file from File / New
- Added a <geo> element
- Confirmed that @decls is available on <geo>
That seems to suggest it's updated, and all is well. I'm not sure what
other functionality is provided by e.g. tei.jar, so I don't know how to
test that.
