In addition to what Sebastian said, I would like to point out that you 
also can set these parameters from within Oxygen.
In the "Edit scenario" dialog of a transformation scenario for xsl, 
there is a setting for parameters. If you click on that button, oxygen 
will generate a list of all valid paramaters in the stylesheet and you 
can override the values there.  If you look through that list, you will 
find a parameter 'institution' which has the default value "A TEI 
Project", which you can edit there.

If you rather prefer to work from a customization file, you can generate 
one interactively at 
http://www.tei-c.org.uk/Stylesheets/teic/style.xml.  If you set the 
location of the stylesheet there to the directory of the TEI framework 
within oXygen (in my system, this is 
/Applications/oxygen/frameworks/tei/xml/, but your will be different), 
than you will be able to import the TEI stylesheets  bundled with 
oXygen, no matter where you locate this.

As to the CSS styles, your P5 html file did not include the CSS 
declarations, therefore they did not show as intended.  The above 
mentioned form will also allow you to set the CSS file to link to, so if 
you give it the appropriate value, this should work.

I hope this helps a bit in getting you over the last hump on the long 
road to P5,
