you could add
<!ATTLIST figure file CDATA #IMPLIED>
in your DTD subset, and do
if you want to save the tedium of the entity references. then you'll have
to teach subsequent processors about this, of course.
in my work, I have added "file", "width" and "height" attributes to
<figure>, because I find the basic entity reference too cumbersome and too
limited for authoring.
