Would the problems of speech crossing divisions disappear if the
divisions were not marked up as "containers"?

Would the use of milestones to markup the verse elminate the fragmentation
Conceptually a verse could be a point within a flow rather than a division
within a division and this should help resolve nesting challenges aka
