Usually not necessary to "jump", point should already be in the
minibuffer (at least using GNU Emacs and psgml 1.1.6 :-). To get
point to a good place issue "C-a M-f", then type " -E 555" or
whatever (note the space before hyphen).

Oh dear. This is the 1997-07-07 version by Rick Jelliffe that I
refered to in my (admittedly very long) post. It has at least
three errors which I have fixed (I hope correctly), and perhaps
more that I haven't found. If it's up on the Cover Pages it will
be widespread, and I suppose I should send off my fixed version.
If we're violating the ISO copyright, we may as well do so with
a correct file, no?
BTW, a big thinks is owed to Mr. Jelliffe for creating the file
in the first place. The errors I found involved XML nuances like
comments inside markup declarations, etc.
