The source of the Guidelines is now pure XML, but perhaps not in the form
you might expect. It is a TEI extension which provides for a literate
programming source from which documentation and DTDs are both derived
(there is no separate source for the DTDs). The result is that
generating the HTML documentation (and the DTD) is a moderately complex
transformation. That is one of the reasons why the source files are not
currently released. It would be possible to generate a TEI Lite
"compiled" version of the documentation easily enough.
Perhaps it would help if you, and anyone else who wants source, gave
ideas about what you would do with it? Are there variants you'd like
made available as a matter of course?
