Vote for Proposition 3. Mainly for enforcement of encoding practices.
Curious about your views on the backwards affect of the proposed change.
Assuming that all the resp attributes were consistently entered ( a very
large assumption) would a change to a new DTD that has IDREF instead of
CDATA (assuming the resp attributes are properly declared for the DTD)
have any impact at all? Might be a good way to discover inconsistencies
in the encoded texts?
