This is a definite oversight (imho) in P3, which I'm afraid will
probably live through the upcoming revision, but will likely be
revistited and at least improved, if not fixed, in what I have
taken to calling P5.
In the meantime, the only correct, let alone elegant, way to do
this is to create a PS element for the purpose.

(or something like it) to your dtd extension file.
P.S. I recognize that the use of TEIform="note" is debatable --
after all, my PS element does not have place=, anchored= or
target= attribute. But the content model is the same, and
the semantics are similar enough that I thought NOTE was the
best choice; and there are no required attributes of NOTE.
On the other hand, there are two defaulted attributes (place=
and anchored=), and it is possible that application software
would be upset seeing TEIform=note and not seeing those
attributes. Who knows what lurks in the bowels of vaporware?
