If you look at
you'll see a replacement for Mule's "xml-set-auto-coding", which does
the job. PSGML's sgml-insert-doctype-extra-commands is also redefined
in interesting ways.
Emacs21 users should be aware that the tei emacs package is currently
not working properly with UTF8 handling. Christian Wittern and I
discussed it at the TEI members meeting, and will sort out a solution
as soon as possible.
