I'm not altogether certain, though, that the XML Catalog specification
such resolvers support,
is sufficiently "SGML style" to accept a catalog of the sort that nsgmls can
use for XML.
It may well be so, but I would advise Anne to locate someone who has
actually done it before chasing up such a resolver and tackling the problem
of how to "plug" it, not only into the instance of Xerces/Xalan used while
editing, but also into the installation of Xerces that any application
framework employs to parse the documents.
It might also be worth while posting a query re catalog support on the
Xerces or Xalan users lists
The developers lists for those programs also have archives that could be
searched (try "pluggable resolver" and suchlike as well as "catalog".)
The current version of libxml2/libxslt supports XML Catalog "out of the
box", but that's no help here.
This may be one of those cases where nsgmls carries over into its XML mode
things that are useful and desirable, especially for projects with an SGML
legacy, but which for better or for worse "clean start" XML processors won't
or can't do, or not in the same way.
