The open source XML databases eXist and Xindice meet these
criteria, although the second part needs you to put in effort.
Depending on what you mean by "basic functions" of course!
This is not to say that eXist and Xindice are production-ready
shrink-wrapped products you can deploy in half an hour. But they
do supply an infrastructure.
