This is a timely question, since we at the Character Encoding WG are
just at discussing this very issue. The advice given in the new
version of RFC 3066 seems to be well thought through and applicable in
many cases. We plan to recommend to follow it where possible. Do
readers of this list feel such an approach would be inappropriate?
BTW, there has been advice on this in P4 Chapters 4 and 25.
