Here's the (draft) schema we're using for the authority file:
The Library of Congress' Network Development and MARC Standards Office has drafted the Metadata Authority Description Schema (MADS), an XML schema for an authority element set that may be used to provide metadata about agents (people, organizations), events, and terms (topics, geographics, genres, etc.).
In the TEI we generally use the "key" attribute of the "name" element to link the names to the authority file, though there are of course many other ways you could it.

I am just learning TEI and need to create a populace index that is
connected to a TEI document. This index may be similar to what you describe
above, and I checked the NZETC site but could locate only general
information. Can you please tell me if the DTD(s) or details regarding tag
set design are available for public use?
