Actually no, in the cases you mentioned. There are some non-TEI documents sprinkled through the site, but the projects pages (the main one plus the introductory pages for each project) are derived from TEI corpus files. The reason that they are not linked to from other topic pages (such as the New Zealand and Pakeha pages you found) is simply because the template used to render those topic pages look for mentions in TEI documents only, not TEI corpora.
That is, the topic map does indeed contain an association which is bi-directional; it is simply rendered from one end. It may be a good idea for us to render links back to corpora-derived pages, though equally it may end up being an unnecessary overload of links (some of the name topic pages are extensive enough already, such as Wellington).
