If you are using Debian, then you may prefer to use Sebastian's tei-oxygen package.
As root, just add:
deb http://tei.oucs.ox.ac.uk/teideb binary/
to your /etc/apt/sources.list file and then do an
followed by an
apt-get install tei-oxygen
That installs oxygen in /usr/share/oxygen with /usr/bin/oxygen as a script.
