Wendell and I had this same conversation last month in regards to
creating valid XHTML from TEI ... and unfortunately, whether or not we
think that a <ul> or <ol> list in XHTML _should_ be able to appear
within a <p> tag, the current XHTML-strict DTD forbids it (although I
don't know about the XHTML-transitional DTD).
