This works in an ODD customization, like this one. If however we wanted
to take this elementSpec and make it a part of the TEI header module,
then it wouldn't. Arguably it's part of the definition of xml:id that
it's optional, after all. And I'm not sure I'd want to use xml:id for
this function for other reasons too.
