May be I didn't explain this in a good way:
- <graphic> is an empty element, so I suppose you can associate a <head> and
a <figDesc> to it, but how to distinguish them from the main <head> and
<figDesc> that you may want to associate with the overall <figure>? how can
we express the fact that the figure description of the figure is different
from the figure descriptions of its fragments?

If you look at TEI P5, you'll see that <figure> is now broken
apart, and now has a <graphic> child; thats the one which
is comparable to <g>.
