I replaced the TEI framework in oXygen 9 with files from the set that
Sebastian pointed me to
(at http://www.tei-c.org/Software/oxygen_frameworks_tei.tar.gz) and the
validation errors for "space quantity" and "date when" went away in oXygen.
I'm not sure which file did the trick since I replaced so many.
Also, after replacing the oXygen files with Sebastian's, I get some Java
errors when I select "tei_all.rng', but I don't really need it.
Finally, I do use P4toP5.xsl for converting my P4 files. Works great for me!
