needless to say that I, as an author of a reference managing software
(http://refdb.sourceforge.net), would also much apprechiate such a
tool. However I'd suggest to contact Chris Putnam of bibutils fame at
"cdputnam (at) scripps.edu" to discuss whether TEI capabilities could
be added to that converter collection. As it uses MODS as a common
interchange format, you'd get away with MODS to TEI and TEI to MODS
converters (the EndNote to MODS and back parts are already there). It
is of course also a matter of language preferences as the bibutils are
written in C while you seem to ponder XSLT for a direct EndNote XML to
TEI XML transformation.
