Except that W3C already doesn't allow an apostrophe in an XML Name.

Absolutely! In fact, I think we should wrap a complete ODD around
this and use it as an exemplar of how to set up a user-defined date
format. Council still has to work out a few details, but you've
prodded me to remind them about that, too!
