I think not at all. xmltex does its own
UTF-8 handling, which is native to XeTeX.
If it were possible to extract the unicode handling
from xmltex, OK, but thats a hard hard bit of
code to understand.

no. xmltex does not work like that.

in a word, "don't". xmltex is/was a very ingenious
bit of work by David Carlisle (and I feel to blame,
because I challenged him to do it), but its not up
to the job of being a serious XML processor (especially
for really complex stuff like TEI).
explain what you want to achieve in the
end, then I can maybe give you a better answer.....
