I spoke to Steve Church, the bicycling coordinator at DOT, and he suggested contacting Robert Rocchio, the secretary of the State Traffic Commission, with any comments.
I wrote him the following email, but it bounced as undeliverable. Perhaps someone else could try.

Dear Mr. Rocchio,
I'm not sure if the public can make comments at tomorrow's meeting, so I thought I'd contact you.
I understand that bicycles will be restricted to the sidewalks during repairs to the Henderson Bridge. Currently bicyclists must dismount and walk their bicycles from the roadway onto the sidewalk when getting onto the bridge, and then walk again from the sidewalk onto the roadway at the far end of the bridge.
I urge that curb cuts be made so that the bicyclist can go from the roadway to the sidewalk and vice versa without having to dismount. Also, some parts of the sidewalk are unpaved at the ends of the bridge. I urge that these sections be paved.
Please add my comment to the minutes of the meeting if possible.
