I would propose you to try to get the new language sub tag registered at
BCP 47 has a registration procedure for subtags, see
the public list where registration requests are discussed is
http://www.alvestrand.no/mailman/listinfo/ietf-languages (subscription page)
as you can see at
(look for "Scottish English"), the discussions can be very long. But
requesting the registration has the huge benefit that you get input from
experts in many application areas of language tags.
