I don't think that TEI has the capability to deal effectively with very intricate and complex bibliographical data. If you just try to map all the fields in a bibliographical database to TEI markup, you will soon find where the problems arise. For example, try marking up in TEI articles in journals, which have their own separate issue titles or issue editors, or books that also appeared with an alternative imprint, as a specific issue of a journal.
