Something like the Image Markup Tool, but for textual resources?
Such a tool could [also] be used to mark up commentary which compares
two or more passages in different documents.

Ideally, you would hold all the annotations in a single searchable
resource, and stick a SPARQL end-point or TMQL interface on the front of
