It seems to me that the best place for frequently used feature (value)
libraries in a large corpus is the corpus header. But I cannot locate
a natural place for <fLib> and <fvLib> there. Any advice?
P.S. I've seen a TEI P5 corpus where the problem is solved by
redefining the content model of <fsdDecl> -- which *is* allowed in
headers (in <encodingDesc>) -- so that it permits <fLib> and <fvLib>.
If I don't get other suggestions, I suppose I'll do the same.
