There are two separate issues here. For generic TEI P4 to P5, I believe that
does a pretty fair job of mapping the obvious structures. But your second task
is making structure from

which is specific to your project, so you probably won't find a generic solution.
I would do the main conversion to P5, get that valid and checked, and then come
back to the <bibl> and clean them up as a second stage. I don't think its that hard,
depending on what language you want to use.
The phrase "s the URI to import for TEI P5 definitions" needs expanding for me,
at least. What do you mean by this?
