Because the directionality of text is ITS's domain of expertise and not
TEI's. Inserting normative text on the subject into the TEI guidelines
leads to the position where users interpret the TEI and ITS to mean /
imply different things.
A clearly non-normative HOW-TO example, on the other hand, shows TEI
users how to solve their problems while avoiding conflating TEI issues
and ITS issues, and giving no hostages to fortune.
