The docx <-> TEI stylesheets used in OxGarage do require some relatively deep knowledge to manipulate to your own ends. But if they don't do the simple things right, then thats just a bug, and needs reporting (with a test document showing the error).
that said, Word lists are hideous beasts (they don't exist, natively, in fact), and Word users sometimes find the most extraordinary ways to create documents, so if you've managed to write what looks like a list in Word to you, but comes out as plain paragraphs in TEI XML,
I shall not be surprised. But I will attempt to allow for it if its rational.
