Unless there's something I misunderstood, 2 does not happen in all
cases. Processing the following with an updated svn trunk:
<p>Blah <quote rend="display">bluh</quote>.</p>
<p>Blah <span class="quote">‘bluh<ul><li class="item">a</li></ul>’</span>.</p>
The first quote contains a list but is not converted to <blockquote>.
(I'd attach something more complete but I recall TEI-L throwing my email
back at me last time I tried attaching something.)
