Kevin, yes, the complete lexicon is one TEI file - well, at least its text which is what is at issue here.
Thanks to Syd and (off list) Lisa McAulay I think it is all clear now, so this is the structure we will have:
<biblStruct> bibl info on complete lexicon </biblStruct>
Looks rather obvious now, I have to admit!
