It would work - I just had the feeling that it would be an abuse. The
documentation says "typically but not necessarily indicating a point at
which some part of a standard reference system changes." I should
concentrate more on the "not necessarily" part...
Maybe I'm also a bit biased against <milestone/> as I see it constantly
abused in the (what I consider pseudo-) TEI files that the Perseus
project puts online (where most structural divisions are indicated by
empty milestones instead of proper <div>s). So you wouldn't consider
this a bad use of <milestone/>?
