"128" indicates that this is the 128th document in this volume. Each
document in a volume is assigned what we call a "document number" in
sequential order. This number is reflected in the document's
div/@xml:id, "d128", and serves as a hook for URLs and cross
references within the Foreign Relations series.
"National Intelligence Estimate" is the heading we have assigned to
this document. We call this the document heading, and our in-house
style guide specifies how to normalize document headings for each type
