Council discussed doing this in 2013, when discussing feature request
437. As I re-read the minutes (
http://www.tei-c.org/Activities/Council/Meetings/tcm54.xml ), I realize
it's hard to reconstruct the whole conversation, but I think the point
that matters for Fabio is that Council felt that the content of
<relatedItem> is essentially semantic sugar for <note type="relatedItem">.
Of course, this could be revisited.
