you can always link names in the text to any external entity. Having a level of indirection in the TEI XML (i.e. so that <persName ref=“#jeeves">Lord Jeeves</persName> points to <person xml:id=“jeeves”>) and then embedding the (equivalent of) RDF in the <person> seems a straightforward way to work. The <relation> element can be used for this, though there is a theological dispute in TEI circles over whether thats the right element. A debate rages over whether to spawn a new element, or re-use <arc> or its ilk.
